Small Business Makes its Endorsements of Ballot Initiatives

NFIB’s political action committee takes a stand on four of the seven measures

The political action committee for Colorado’s largest and leading small-business association will be encouraging NFIB members to help defeat, or pass, four ballot issue come November.

SCR 20-001 — Repeal Property Tax Assessment Rates

Referendum 001 would repeal Colorado’s decades old Gallagher Amendment. Because of the Gallagher amendment’s 45/55 percent split on total property taxes collected, many businesses today find themselves priced out of their current locations due to high property taxes. Since Gallagher’s passage in 1982, residential property owners have received an estimated $3.5 billion in property tax reductions due to the high number of residential properties built since passage. NFIB Colorado is asking for a YES vote on this issue.

Initiative 283 — Paid Family Medical Leave

Employers will be required to provide up to 12 weeks of paid leave, with additional four weeks for pregnancy complications. Employees and employers will split the fee paid by 50/50 to the state fund. Employers with fewer than 10 employees will not be required to pay the employer portion of the fee. Employers will be responsible for deducting from the employee’s wages and forwarding all collections to the state fund. Employers will assume all liability for proper payments being paid. NFIB Colorado is asking for a NO vote on this issue.

Initiative 295 — Voter Approval for Certain Fee Based Enterprises

Over time, a trend in the Colorado State Legislature has been to assess “fees” for the purpose of paying for new programs or for such things as transportation charges (bridge maintenance fee) and new social programs. Many believe these “fees” are new taxes. This initiative would require a vote of the citizens of Colorado to approve any new “fee” levied on the citizens if the purpose of the fee is to pay for a new enterprise. NFIB Colorado Requests a YES vote on this issue.

Initiative 306 — State Income Tax Reduction

This initiative asks voters to approve the lowering of the Colorado state income tax rate from 4.63 to 4.55 percent. NFIB Colorado is asking for a YES vote on this issue.
