Recently the EPA expanded it’s authority over large swaths of land by redefining the words “navigable waters” under the Clean Water Act. The new definition allows EPA to control certain creeks, ponds and even water pooling on land for short periods. The agency used regulatory means to circumvent Congress. NFIB believes this is a massive overreach will hinder many businesses, especially farms, and the construction industry.
